Also, wouldn't it be possible, that said player had simply no clue what they were supposed to do? Not an entirely unlikely conclusion, given their low amount of CP.
Finally, why bother with trying to kick this player, especially if you could solo the instance anyways?
The solution is easy tho: If you have specific requirements regarding your teammates, don't use the dungeon finder but the group finder. That tool is specifically made for that purpose.

I noticed fake tank at the first combat, disaster is so predictable.
Maybe I should vote kick at the first combat. Or ZOS must remove quick leaving penalty

It appears that the majority did not see there was a bad situation. They likely saw it as a new player that was still learning since CP130 is a very new player.
When we queue for a random group we are specifically asking for the randomness which includes the real possibility of having a very new player that is still learning.
