Picking up Daily Writ Quests Day before not always allowing new quests

Thought it might have been user error, but I don't see how it could be. I generally pick daily crafting writs on one day, then the following day do those and pick up the current day's daily crafting quests and do them as well. I picked up the quests days ago due to the holiday, but on multiple characters after I did them, I only had a new Alchemy quest to pick up. I've seen that in the past and thought I somehow messed up. But I didn't log in today since the quest reset, and had all the quests on the characters. Yet only get a new Alchemy quest available, none of the others. It's not all the characters on an account though. I've had some that had all the new quests available, but others with only Alchemy available.

SithDi✭✭Still happening. Picked up all daily writ quests the day before. Second day when I do them and turn them in, only Alchemy is available for the current day. Seems to be no rhyme or reason about when it breaks and only allows the Alchemy pick up for the current day or all of them for the current day.1

The quests are on a cycle, mostly a 3-day cycle. So if you picked them up 3 days ago, that is also today's quest. The game does not track when you picked up a quest. If you picked up "craft 3 rings" 3 days ago and turn it in today, and today's quest is "craft 3 rings", you don't get another quest. The game say, "Today's quest is craft 3 rings and you already completed craft 3 rings today." It doesn't matter if you picked it up 3 days ago or 9 days ago or 3000 days ago. If you already turned in today's quest, you don't get it again.
Alchemy seems to work on a longer schedule than other crafts, so today's quest was probably different than what you just turned in.
Basically, if you can't pick up a new daily writ it is because today's daily writ is same quest as what you just turned in.
And the schedules can vary based on character level and crafting level. So characters doing Level 1 jewelry crafting might be able to get a quest that a character doing Level 50 jewelry crafting cannot, or vice versa.4
