Not able to find fighter/mage guild leader in Daggerfall

I am a returning player after a few months of not playing. When I create a new character (Daggerfall), when I visit the fighters/mage guilds, accept the skill line, the guild leaders are no longer appearing where I use to talk to them. For example Basile Fenandre says to speak to see-all-colors upstairs but she is not up there, similarly the mage guild leader is not in the mage guild. I also noticed that the crafting trainer is no longer standing outside the fighters guild. Am I missing something?

    Not sure if I am remembering correctly (probably not) but I seem to remember something about ZOS changing these so you have to be a certain level. I can't find it anywhere so I'm probably wrong but for some reason it is lingering in my mind that now we have to be a certain level in order to do these quests. Level 10.

    OK. Forget my first post. LOL. I just created a new character to see for myself. I joined both the Mages guild and Fighters guild. I went on to the Wailing Prison for the skyshard and ended up in Stros Makai. Got to the wayshrine and ported back to Glenumbra.

    Got the quest to go to Sees All Colors and entered the Fighters guild. She was there and I was able to interact with her. So it works for me.

    Character level atm is 5.

    Where does the quest marker tell you to go? If they have moved the NPCs the quest markers will have been updated as well, to point to their new locations.

    Alternatively if you get to the spot the marker tells you to go to and there's no one there try reloading the UI. I know sometimes NPCs don't load properly (the banker in Daggerfall is a common one), but reloading the UI will fix it. On PC you can do that by typing /reloadui into chat and pressing enter, I'm not sure how you do it on consoles.

    If you create a new character, skip tutorial and travel to Glenumbra, pickup the skill line by completing the “Basile's Invitation” which says See-all-colors is up stairs. You go up stairs and she should be there so you can pickup “Anchors from the Harbour” from her. You are level 3 at this point so maybe there is a level requirement of 5?

    Silly question, but, are you positive your new character is in the Daggerfall Covenant? If you're in a different faction, I believe you can still pick up the initial quest anywhere, but Sees-All-Colors will only show up in the faction-appropriate guild halls.

    I did a little test with a new character, and the quest's availability does seem to be level-related. As soon as I got my new character to level 5, Bera Moorsmith appeared outside the guild and offered me the first quest; I ran upstairs and Sees-All-Colors was there.

    Thank you metheglyn. I can confirm the fighters and mage guild leaders are available at level 5 as is the crafting trainer.
