Its based on how many times you were able to complete it ever, with max level being at the 4th completion I believe. Then its on level 5 unless you run with someone who hasn’t done it as much.

if you run with another player, you get the lowest difficulty completed between the 2 players as it seems to prioritize bonus activities based on if a player has not completed those achievements yet
for example if your running 2 player and you get the watcher one because the other player needs only that one to clear all difficulties, then you will only get the watcher one until the other player clears the last difficulty

Does this apply solo, too? I have finished all 5 difficulty levels of Aramril because that is just a VMA-style boss fight. I am used to stuff like that. But I stink at most of the rest. Will I not see Aramril again until I have cleared all difficulties of the other portals?
Just to clarify, this is definitely account based isn't it? If I'm 4/5 on one character and then jump on a character im yet to do the side quest on, I will get difficulty 5 even though I haven't faced it yet on that character because I'm already at 4/5 from another character?
