Boss open world, why don't some bosses give you a stuff set?

I don't know if this happens to you too, but I suppose so, sometimes certain bosses don't drop any set equipment, why is that?

I believe there is a cooldown on the loot.

Were there other players around when you killed the world boss? World bosses give loot to top 12 damage dealers only, rest of the players get nothing.

There was one person who joined the fight just as I'd started the boss.

Sometimes it just bugs out.

On Friday, after I hadn’t even been in game for 12+ hours, I logged in just next to a world boss in Blackwood. This was the Minotaur pair. One was at ~30%, the other at ~60%. I helped kill them. Got loot from the boss body: 7 gold and a potion. No set items, no event coffer, nothing. It was treating me as if I were on cooldown when that obviously wasn’t possible.

This has happened before in other contexts too. I remember one boss in the public dungeon in Auridon would do this all the time. I had to kill her once to get the “cooldown” loot before she’d give a set piece for killing her a second time.

I wonder if the cooldown is pausing when we’re offline? It shouldn’t, but I’ve run into something similar.
