Cyrodiil PVE Quest XP Reduced in Update 40

Per the Update 40 Patch Notes: "Any Cyrodiil quests were left alone from what they were previously set to."
However, the Cyrodiil PVE quests are now rewarding less XP in U40 than before it.
For instance, prior to U40, for an ESO+ member, a quest in one of the five towns would reward 13.6K and a Fighters Guild bounty quest would reward 20.4K XP. Both of these values are not boosted by enlightenment.
Now with U40, both the town quests and Fighters Guld bounty quests are rewarding only 9.1 XP for ESO+ members.
However, the Cyrodiil PVE quests are now rewarding less XP in U40 than before it.
