Stamina Resource Randomly Going Up and Down

As the titles states; anyone ever seen this?
On several occasions I've been in BGs (might occur elsewhere but battlegrounds is all I do) and have had my stamina bar jump up and down, then to zero, up a bit, then to zero and sometime will not regen until I /reloadui or take a potion.
To give an idea of how it will jump; it may go from 12k to 0, then back to 3k, then to 8k, then to zero all in the span of one or two seconds. (no skills being used - in fact couldn't use any if I wanted).

✭✭It's been in the game for a few years, unfortunately. You can also dodge roll to fix it, if you can get enough stamina to do so.0
