PC/NA Server side 'Memory leak?' issues still ongoing: Disconnects and Unplayable Lag

The memory leak issue that we assume is behind all of the disconnects, slow downs, lag and time skips is still ongoing for at least myself, five of my IRL friends and the dozens of people I have spoken with in game.

Symptoms include:
Stalling of up to 30 seconds when trying to deposit to or remove from bank.
NPC's not appearing or not moving for minutes at a time.
Other players not appearing or not moving for minutes at time.
Performing any action including talking to NPC's not registering for minutes at a time.
All enemies feezing for minutes at a time and then zooming through the lagged out combat to catch up.
Disconnects during any and all of the above problems.
Disconnects when area transitioning.
Difficulty reconnecting once disconnected.

For me this has happened on all of my characters in all zones and during all types of game play ever since the first Emergency Patch for update 40 was released. I had none of these issues prior to the first Emergency Patch; After each successive "Emergency Patch" I have gotten an hour or two at most of normal game play then this mess starts up again. There are a couple of us in my household who play ESO, often together, and we are all experiencing these issues at different times. I also have IRL friends I play with in other parts of the country experiencing the same issues as well.

    Just adding here that I have tried the following...

    Restarting the Game.
    Restarting the Computer.
    Disabling Add-Ons.
    Verifying integrity of Game files.
    Deleting Add-Ons.
    Updating Drivers.
    Using an entirely different computer.

    All to no effect, this is not a client side issue.

    Given friends on different computers and in different places are having the same problems this is also not a local internet or personal hardware issue.

    The only thing that sometimes makes a difference is shutting down the game and walking away for a couple of hours. Occasionally I will then get another hourish of functional game play before all the issues start up again. I assume this sometimes works because after a couple of hours the server I was connected to that was suffering the memory leak has crashed and I connect to a fresh server.
