is this a bug?i always buy eso plus,so i didnt buy the old chapters(i have blackwood,highisle and necrom).i think eso plus should also be eligible to buy these leads.

That would be strange if that's the case...
I don't have greymoor, only + and yet I've maxed antiquities on 2 chars and been able to purchase map leads and such in the past, nothing's prevented me from accessing all DLC features

my character also have maxed antiquities skill,cant buy this lead.

It's clearly just an oversight on the part of the devs. It'll be fixed, I'm sure.

I'm convinced this is true.

It's extra annoying though that this might take a while and the merchant's offers are changed weekly.

To be clear, you do have ESO+ currently, simply did not purchase those chapters before they were included?

To explain, You have access to all "DLC" not all "Chapters". Separate things. You must not have Greymore. (4th chapter)

I don't necessarily agree with the idea. ZOS changed this when they created chapters years ago. Initially ESO+ was phrased as "All Content" but they changed it to DLC when they released the first chapter.

*Edit I was wrong ESO+ Gives you access to all chapters except the current one. They changed it. Def a bug.

This. When a new chapter is released the previous one is 'rebranded' as DLC - it goes up for sale in the crown store and is included in ESO+.

Also as other people in this thread have said they have access to everything else in Greymoor, including being able to scy for and dig up antiquity leads and level the relevant skills. It's just these specific leads which are locked - which is why it looks like a bug rather than an intentional decision. Someone with an active subscription would be paying 3,500 crowns to get nothing but these leads because they already have access to the rest of Greymoor.

Honestly, didn't know they changed that. Knew they retired a few at a certain point but, that's great to hear. Prob just a bug then.

If you have Necrom then it's definitely a bug. Necrom gives you all previous chapters too.
