Cart to Craglorn

What happened to quest-starter Star-Gazer Herald at the cart to Cragorn next to the stables in Elden Root - he has completely vanished and the cart no longer provides a fast travel function? Has he been moved and the cart "deactivated" or is this an unintended bug?
I'm 40+ and have been gaming since the 1980s and have owned machines like the ZX Spectrum, Atari ST, NES & PS1 - which involved loading 8/16-bit games off unreliable cassette tapes, floppy disks, CDs and giant cartridges with no "save game" ability - I don't like meta, I don't like memes, I don't like being rushed, I don't like the modern gaming industry - and you definitely won't change my mind just because it doesn't align with yours - it's a generational hazard!

    This is in the patch notes:
    Moved the Star-Gazer Herald somewhat closer to Craglorn proper; it is now outside of Hallin's Stand in Bangkorai.

    Are all of them gone, leaving only one in Bangkorai? I regularly used the one that was in Wayrest....

    Okay, found him and determined that the cart in Elden Root does become active once you take his quest to aid Craglorn. Not sure how this change benefits anyone though, NPCs pop up every 20 yards on roads asking you take their side-quests all the time in other zones, so removing multiple instances of a major quest starter seems pointless to me and just makes it a PITA for people who have established methods having to track down their "exclusive" locations.

    I'm just very glad that Leramil the Whiner has been removed from a key intersection in the middle of the tree that my elf calls home (Elden Root).

    I think it's helpful because most of those side-quests you're talking about don't send you out of your current zone. On the other hand, the capitals and starting cities were stuffed full of prologue quest givers who would send you hopping all over Tamriel. I understand this made it very confusing for new players, who would be working on one zone and then suddenly get shunted off into a completely unrelated questline; doubly frustrating if you're trying to follow the story.

    As a player who started in July, it was very confusing.

    All these NPCs yelling, wanting your attention, telling you to go places, and you didn't know that they were prologue quests, were very annoying. Since I only got the base game (Epic Free game), I didn't know when or if I would get the DLCs/ESO+ so doing the prologues were very low on my list of quests, and until I realized you could abandon quests with no consequences (as in they would just reappear where you first accepted them) those prologue quests were cluttering up my journal.

    If you didn't plan to do them immediately, it also meant that every time you went to a hub, you were shouted at. (Tales of Tribute character was placed VERY high on a list of 'NPCs I wouldn't mind finding the corpse of')

    While the change came too late for me (got ESO plus and did all the prologue quests, except the necrom one), I hope it helps other new players to not be simply overwhelmed by all the people who want your attention before you even know the basics of the game.
