It's the same town, so designed at the same time and likely by the same people and one NPC recognises that the player is a khajiit and reacts appropriately, the second acts like the player isn't a khajiit and has no idea how khajiit are treated by the altmer (and a lot of other races). It's jarring when the game is inconsistent like that in a short space of time.
It's disappointing but the game is consistently inconsistent - newer areas are just as bad as older ones - so I think it's unlikely to ever change now. I'm not sure if it's difficult for them to set up alternate dialogue based on race (and other things like whether you're a vampire) or if most of the writers just don't think about it but it keeps happening and I don't think older dialogue has ever been fixed so it's just how the game is. Same as NPCs treating your character like they're an idiot barbarian incapable of understanding anything beyond 'hit stuff = gold' no matter who they are and what they've done.

The very beginning of EP quest the first dark elf you meet is like "Ya we enslaved you. And now I'm asking for your help. What of it?" If you are Argonian LOL
I appreciate these variations, but I can also understand why they're not everywhere. Voice acting is expensive (reason why many games shy away from fully voicing side quests or sometimes even main quests) and adding even more variations (don't forget the game differentiates between male/female, too), could easily double, triple, quadruple (or more) the costs. I'd love to get more of these, but not at the potential cost of less content or variety overall.
And in case of some of the examples above: I get it, but I also think some of those still work, even if they seem to ignore races. Like the Orc talking bad about those Khajiit workers. He could also talk like "those Khajiit are no good, but maybe you are better, eh?".
The awkward conversations for me are the ones had by newer toons made after One Tamrial.
Meeting Raz in for the first time Summerset, and then meeting him later in Khenarthi's Roost and Auridon are disconcerting.
