Made some more investigation.
Addon responsible for the frame drop is : Action duration reminder.
Removed it and i can spam refreshing path without any framerate drop.

There is a comment from earlier this month on ADR's esoui.com page suggesting that it uses more and more memory as you cast more. I wonder if this is related to what you're seeing and/or if Refreshing Path in particular exacerbates it.

i would guess exacerbate it because it applies 4 short duration buffs on you repeatedly lol

the addon likely has a memory leak with buff tracking, and while most effects are long (15-30 seconds), refreshing path constantly gives 4 buffs which are only 4 seconds long
