The Sorc pets minus the atronach looks really ugly now compared to basically anything else after imperial city DLC which was like 8 years ago.

If this were to happen, it would need to be an optional change - because many people (myself included) play this game on old machines (mine's 8 years old for instance, and I'm not sure I'll be able to replace it this year - I hope I'll be able to, but life is sometimes unkind....)
If it was texture upgrade packs for download, that would work.

Absolutely, I wouldn't expect anyone on older hardware to be forced to use it. Texture quality is a graphics setting, I don't see why it couldn't be an opt-in for those who want it in the options menu.
Above all else the game needs new models for our characters, then new animations & effects for old classes. But yeah, a HD texture pack would help the old world look a bit better.

That's basically saying they won't ever update the base game then, because literally there is 2 continents worth on Nirn and dozens of daedrics realms. That is literally 30+ years at the rate they release new zones.

I think the best way to prioritize expectations is to consider the things that have the least amount of development friction. Personally I don't expect models to change because of the work involved, but I do think textures are possible because a lot of the work can be automated.
