Does Destruction Staff Passive Penetrating Magic...

Stack with Minor Breach or is it actually giving you Minor Breach? The Passive does not say Minor breach but the Number is the same as Minor Breach. Thanks!

I would think they do stack for two reasons:
1. UESP has a list of abilities that provide minor breach and that passive is not on the list.
2. Minor breach reduces both physical and mag resists for everyone who is hitting the target; the destro passive simply ignores only mag resist for the user of the destro staff who has the passive and benefits no other allies.

It must be the same. I used POTL with Wall of elements and my Penetration on a Mammoth was 5324. using combat Metrics.



CP 700 Penetration
Velothi 1650 Pen
POTL 2974

Gives you 5324 So i guess they do not stack that is crappy. ZOS should explain or update the Tool Tip to say Minor Breach!

Then i killed a Mammoth with Wall of Elements and did not use POTL and my Pen was also 5324

Then i used Caltrops and got up to 11272

It stacks with Minor Breach.

Steps:
1. Reset build with empty armory slot, equip staff
2. Purchase Force Pulse and Penetrating Magic II skills
3. Purchase Power of the Light

Tooltip (per type): 1283
Crit damage: 50%
Max damage (per type): 1823 * 1.5 = 1924.5

Test 1: Only Penetrating Magic:
0 base penetration, 2974 destro penetration, 2974 total penetration for destro skills
Mitigation: 30.452%, damage: 69.548%
Expected damage: 1924.5 * 0.69548 = 1338.45126 = 1338
Actual damage dealt: 1338

Test 2: PotL + Penetrating Magic:
2974 base penetration, 2974 destro penetration, 5948 total penetration for destro skills
Mitigation: 24.504%, damage: 75.496%
Expected damage: 1924.5 * 0.75496 = 1452.92052 = 1453
Actual damage dealt: 1453

the buff granted from penetrating magic is a unique pen buff, so it stacks with other sources

its way way better now having a fixed pen value that the previous (originally it was ignores 10% of targets resistances, which actually meant "increased your penetration value by 10%" so it was borderline worthless lol)

Penetrating Magic does not show up in combat metrics because it only affects a few skills from the destruction staff. They do stack, but it’s not a useful passive since all class and guild skills are excluded.

Ahh that makes sense. I use Wall of Elements often so i assume it only works for that ability.
