I think the thing about levitation is that there was a progression.

First, some mage had to invent the very first levitation spell. Presumably that either happened sometime during the time of the Elder Scrolls Online, or between ESO and Arena. Note: I'm not referring to spells that let you make objects or people float, but spells that let you make yourself float, also known as "lifting yourself up by your own bootstraps."

During the time of Arena, levitation spells and potions were a bit weak, only good for floating over water and pits, or floating out of pits.

By the time of Daggerfall, levitation magic had become powerful enough to let people actually rise up into the air and "fly" about-- although this also necessitated the invention of the Slow Falling spell so people wouldn't be seriously injured or killed when their levitation spells wore off while they were too high up.

During the time of Morrowind, there began to be a backlash against levitation spells. Apparently it started with Almalexia, but her faithful followers soon spread their anti-levitation agenda far and wide, and were most likely the ones who proposed and then passed the Levitation Act of 3E 421. Vivec apparently paid no mind to their madness, and his followers in Vvardenfell were in full agreement with him, especially seeing as how he was holding up Baar Dau for them and they didn't want to irk him in any way. And then there were those crazy Telvanni wizards, who never paid any attention to any rules and regulations except their own.

By the time of Oblivion, levitation magic was either completely outlawed or just merely forgotten, except for a few elderly wizards such as Dovyn Aren-- although they were no longer permitted to publicly practice or teach levitation, and even doing so in private was rather risky.

As for the time of Skyrim, some Nords insist that levitation magic was the cause of the Great Collapse. When questioned as to how such a thing could possibly be so, they would rant loudly and gesticulate wildly about how the mages at the College of Winterhold threw an out-of-control party where everyone was flying about in defiance of the Levitation Act, lobbing exploding fireballs at each other, and it all went just a little too far.

Nice! Much better explanation than what Bethesda provided. Michael Kirkbride was still writing for Oblivion back then I believe, I expected a better reason lol
