If this item has only a chance of dropping, the chance is unethically low. To determine an ethical drop rate, one must:
1. Estimate the number of people expected to attempt the quest.
2. Calculate the odds that even just one player will have to spend an unreasonable amount of time to complete the quest. Consult a mathematician. Issues related to probability are often counterintuitive. Someone must do the correct math.

It shouldn’t take long if you’re engaging in everything — gathering, looting regular enemies and treasure chests, etc. If you only loot WBs or seekers or something then it may take a while. Also, the pages are tradeable, or you can save extras to turn in on another day when you have less time.
