Isn't there usually a sale when this event rolls around? I swear Blackwood and High Isle were like 67% off when this type of event rolled around, but that doesn't seem to be the case this time.
I was surprised there isn't a sale (on PC) as well. I haven't gotten around to buying Necrom yet and when I saw the announcement I assumed there would be a sale as well like there has been for previous chapters and decided I'd get it then. But it looks like I'll keep waiting.

There was a time when when chapter-based events would do one of two things, or both:
(1) Offer free access to the event zone for one weekend of the ten day event period, so that people could test it out. I know this is true, because that's how I first experienced Clockwork City, and I loved it so much that I decided to buy it at the end of the free weekend. (On my second account, where I don't have ESO+.)
AND/OR
(2) two zones would be paired together, increasing the odds that you would own or have access to at least one of them. (E.g., Morrowind + Clockwork City, or Thieves Guild + Gold Coast.)

and clockwork city isnt a chapter. i looked for clockwork city being free and i just found an eso plus trial happening during the first clockwork event.
which happens like three times a year, but wouldn't give you access to a new chapter if it happened during a new chapter event.

Wow, did you miss the point. No, Clockwork City is not a chapter. You'll notice I never said it was. It is, however, a paid DLC, and a zone, which is what I called it.
