Azandar not unlocking

As the title says I can't seem to unlock Azandar, I've done the quest but didn't get the unlock.
Now every time I leave Cipher's Midden I see the quest marker pop up as if I can redo the quest but when I interract with him I just get the default npc dialogue and goodbye option before the quest marker disappears again, only for it to reappear when I return to Cipher's Midden.
Anyone know how to fix this? I contacted ESO support but haven't hear anything back

✭✭There was a bug that I don't think has been fixed yet that Azandar would stand there even if you have unlocked him. Maybe double check that fateweaver key quest has been fully completed in your journal and double check that he hasn't already been unlockedSoupy twist1 -

✭✭✭✭✭Azander should be unlocked for you once you return to his place near the central wayshrine after the quest in the delve. Regardless, he will still appear on the road where you first met him with a quest marker above his head, even if you have his unlocked and traveling with you. At first I thought it was a complication of multiple fates and wibbly-wobbly timey-wimey stuff but when neither Azander said anything about the other or our meeting, then I thought it’s probably a bug.0 -

Yeah, it’s a bug. There’s a fix for it in the PTS notes for Update 40.1 -

I did check that but the quest is completed, yet he is not0 -
