Deconstructed transmuted item on alt character?

Hi, when I used to play eso on the ps4 I use to transmute bows using 25 stones per bow so I can store them in my bank or house so I could there for store more stones in my craft bag (1000 cut off)Then when I needed stones as an emergency I would then deconstruct one bow to get 25 stones back

1) can you still do this?
2) if I was the store them in my bank and because all toons have access to my bank, if I was to deconstruct a transmuted item would I get the stones on the alt character too or do they just go back to the character I created the item on?
