I could see guild structures having occasional high volumes of gifting maybe, but if "500 at a time" is a thing, then that's plain RMT lol.
Uhhhhh. Well, that seems shady...kinda feel like they shouldn't have patched that, maybe it's a good thing they weren't able to log in. Only people sending more than 500 gifts at once would be people selling items on a website and then gifting them in bulk. Or madmen. Madmen spamming cheap gifts.
I wonder if returned gifts still count as outgoing. I know there's quite a few people who buy gifts and send to a second account and then return them to their main. They then sell them at a later point in time for more than 10x original price. Like people selling houses for over 100M gold etc. They might also do it for real money too. They're taking advantage of ZoS having the rotation stores because some items take years to come back.

Returned/expired gifts can be sent to a different player - or could, when gifting was enabled. They cannot be accepted by the original gifter, though. So if I bought a DLC and sent it to someone, but they didn't accept, it would expire back to my gifting inventory. It would stay there indefinitely and I could resend it to someone else, but I couldn't take that DLC for my own account.
ZOS doesn't want to issue refunds unless players specifically request it. They certainly wouldn't automate it. They want the crowns to be used up so that people buy new crowns.
Gifting is working on PTS so hopefully it goes live.
