As OP mentioned, play how you want is going away a bit with these class sets.
Which brings back the controversial: Why even have "classes"? Look, people really like the skills. And individual skills are much easier to balance than entire classes.
TLDR: Give us a real Elder Scrolls feature: forget classes, give us open-world skill options. Single player elder scrolls never limit you to what magic/abilities you can access, just the number of hotkeys. So what does it matter if you can unlock 50 abilities/spells if you can only slot 5-10 of them and being in combat still prevents you from changing them midfight... Class identity is for the MMO crowd, which is far smaller than the Elder Scrolls crowd playing ESO.

It's hard to read, I agree. Main takeaway I believe is OP believes the nerfs to skills was done to make class sets that then give power back to those classes, forcing you, the player, to use class sets just to get to where you were before nerfs. I can see where he's coming from, since the Nightblade set definitely feels that way. But it's far too removed for that to be intentional in my opinion, since the nerfs that effect the playstyle this particular set brings back happened in 2017.
I'd say I'd much rather see mechanics like this added to classes as powers or things you could gain passively. Some of them, like the Templar set, look pretty bad on the surface. Others are too strong for that suggestion.
I don't think class sets take away from freedom of choice. But I do think that some of the class sets that have been shown are pretty awful at face value.
It does go directly against “play how you want”, but so does combat balancing. These sets will hopefully add class identity and a way to buff underperforming specs. I just wish they’d make stam and mag dps sets separately (minimum 4 sets per class).

Sure, if players want to crunch the numbers to try to find the absolute best whatever (gear, skills, etc.) for any given class, or race, etc., then they're going to find some combination which they feel is the META, and they're going to get upset when some change is made which alters the numbers and upends their META-- but that's going to happen with or without class sets.
All that the new class sets will do, in my opinion, is give us a bit more choice. from1 side i agree but you wrong class identity wiill become u play like this this this or wellcome to my rebell) no nerfs killed me none wil ever. my meta now is so awkward ul say... what the damn.... meta is HOW i do this small thing... but we go to situation when all used heavy & none liked it but now when we from 1 saide

I have a PvE perspective, where nearly every class wears the same sets, same weapons, similar rotation. So, from a PvE perspective, these sets should add class identity as they introduce a new mechanic that cannot be used on every class. I’m sure you will not be locked into using them since PvP has a lot more nuance. If ZOS does nerf the classes to funnel people into using the sets then… well I wouldn’t put it past them but that would definitely be bad.
