Character loses attributes when changing instance/zone

For the last two days I have a bug where character loses its attributes health/stamina/magicka when entering new instance/zone. This seems to be only bugged on my one character, because other characters don't have such problem. I tried to delete all addons, do a repair on a game by launcher, I tried to reset all attributes, skills and champion points, nothing helped.

In that video I have just put my skill points back on character, but left champion points unslotted, I fast traveled to another Vivec wayshrine and looks like attributes were still fine, but as soon as I traveled to CP Imperial City my attributes were getting lowered, once I left Imperial City it got lowered again. This bug seems to be temporary fixed when I use armory to equip my build again, however once I leave instance attributes gets reduced again. I also tried to delete all builds on armory and tried to equip different gear on my character but result was still same. All addons were disabled and deleted from ESO folder in that clip.

Character still bugged and its not UI bug, skill tooltips are reduced after losing stats and this is character specific bug. I have another templar with same gear and stats doesn't change when I leave instance or log out and log in to the game.

It is a big issue because my other character is EP and I am locked on DC, so can't really play grayhost on my main character anymore and I am pvp only player.

im having a similar issue but my passives are not working, like spell orbs, the psjiic shield, major gallop etc.

yes I forgot to add, but some passives are also not working for me like medicinal use from alchemy etc

My character is still bugged is there any updates on this bug getting fixed soon?

For over a year my toons would randomly lose major gallop. The issue seems to have stopped for me 2 patches ago but it is highly frustrating.

Character still bugged, psijic passives and others don't work, lost attributes and this is my character specific bug, other characters work fine. Todays maintenance didn't help.

New patch and my character is still bugged its been like 2 months now? Need to reset build at armory to temporary fix, but when I change zone passives don't work again. This makes it unplayable in battlegrounds and imperial city because I can't reset build at armory there and I am pvp only player and play mainly only my one character.
