Spindleclutch I does not seem to have its quest available

On my relatively brand-new Arcanist, I have tried to run some of the easier vanilla dungeons solo, especially with the event going on. I went through Spindleclutch last night and a quest giver never appeared. I thought I just missed it at first, but tonight no matter what I do Praxin does not want to give the quest Deadly Whispers.
He just says "you're not covenant but we could use all the help we can get"
I know I never did it before on my bebeh Arcanist since I only started doing dungeons recently.
