No Sharp rapport from treasure map in The Reach

I dug up a treasure map chest in The Reach and did not get any rapport from Sharp-As-Night. This was my first map of the day, so it was not a cooldown issue. I've noticed this in other zones but forgot to make a note, but I recall it was another non-base zone.
After the Reach I went directly to dig another map in Stormhaven, and Sharp gave rapport for that chest.
