This One's a Classic is simply not available. The character is just performing on stage and doesn't even have a quest marker.

✭✭✭Normally this quest unlocks when the main quest from that city takes you into the cave behind him(little down the road). So that you can do both those quests at the same time. But before getting to that stage of the main quest, this quest is not available to pick up.
