Where can you view buffs/debuffs/procs/DoTs/etc?

So, I get that minimalism is the UI aesthetic here, but how can I see DoTs, procs, and debuffs, etc? On me and my target.

As a Sorc, one of my ability morphs gives my attacks a 35% chance to proc an insta-cast on one of my skills. However, I can't currently see when it's proccing...

Am I blind, or is there genuinely no way to see this stuff?

Well, some of the effects are visible on the target (and yourself) just to give you a hint that they're in effect. Overall, though, don't expect any numbers popping over someone's head. Design decision was to hide that from players.

You can see stuff on yourself at the bottom of the character screen.

You can tell several debuffs and buffs at the textures of hp-bars.

Seriously, it can be a bit of a problem when you are trying to pad/HoT heal and can't see your own HoTs or enemy DoTs.
