Unable to log in to character select, "foot simulator" - FIX

This solution refers to a very specific issue 2 players so far have reported on ESO Discord servers. Both of these cases occurred during U38, so possibly it is already fixed anyway.
Case 1
Date: (started) 2/9/23 - (fixed) 8/21/23
Platform: PC
Server: (originally) NA
Launcher: Steam/Epic
Problem:
Player has the game since a long time ago but didn't play a lot and had their characters (possibly) deleted. Recently decided to log in again only to be stuck in loading screen after the login, getting eventually booted for inactivity (Error 308). Got another copy of ESO during the free EGS promotion to see if a different launcher fixes the issue, it does not.
Went through all troubleshooting with Support - changing userID, reinstalling, repairing, firewall exception, etc. Accessibility Mode turned off. PC specs are up to standard and other games run fine.
Intermediate solution:
Asked the player to log in on EU instead of NA. After 2 attempts, they got into character creator and were able to play normally. If they were to log out of EU and then log in to NA, they would see a giant foot with character creator UI, see here:
If they were to login to NA straight away, this screen would never show up. The "foot sim" screen was seemingly unresponsive.
At this point, Support was no longer able to help:
Final solution:
Player spammed the character creator (randomize button?) and after a short while the character model loaded correctly, they were able to create a character and get into the game.
Case 2
Date: 8/22/23
Platform: PS4/5
Server: NA
Problem:
Player had the game on PS4, which worked fine. Then tried the PS5 version, which would hit them with the infinite loading screen after login and eventually error 308. They noted that during the loading screen, they can hear menu navigation sounds if they press buttons, but it never resolves in the character creator screen. They tried the PS4 version again and got "foot simulator" in the same fashion as the previous case. Support gave them the standard steps (check internet connection, restart, reinstall) and it didn't help.
Solution:
I immediately got them to log in to EU server instead of NA, which worked the same way as the previous case. They logged out of EU and onto NA, got the giant foot. They were able to change the alliance of the character and that fixed the model. Player was able to create the character and get into the game normally.
Something we noticed was that in both cases it seems like the character in "foot sim" did not have an alliance assigned to them, while normally the game will give you a random alliance before you choose any.
In both cases the solution is Log in to another megaserver > log out > log in to your megaserver > spam something in character creation so that the character receives some attributes (alliance, race etc).
I don't know if this is already fixed in U39, but if not then I hope this info is useful
