For one thing, the only kind of text file that takes up "ZERO SPACE AT ALL" is an empty one-- and even that actually does take up some space, since space is needed to store the name of the file, its location on the disk, and all of its other file attributes and information.
And even if the file were stored locally and not backed up in any way on the servers, it would still take time to read the file, load its contents into memory, check it against incoming messages-- be they private whispers or public chat-- and filter out any messages coming from the "undesirables."
I find that people that I put on my Ignore list are almost always gone from the game after a little awhile, as I can unblock them after a few weeks and still don't see their garbage. My Ignore list contains only a small handful of players that seem to be able to evade getting banned over a long period of time, and for them I create a note about why they are permanently ignored.
tl;dr you're probably safe unblocking most people after a few weeks because they probably end up permanently banned.

Yeah, but all of the gold-and-crowns-for-real-money scammer spammers who get perma-banned just show back up with new account names, so it's a revolving door of deletions and additions to my ignore list.

I've been playing for 6 years and never needed to block anyone. And im not a solo player. Doing all content, including vet dungeons and trials and pvp. Dunno how some people find so much drama that the block list limit is too small lol.
