Zenas' Empowering Disc has major issues with applying its buffs

The Arcanist ability Arcanist's Domain, and more specifically, its morph Zenas' Empowering Disc, has major issues when it comes to applying or refreshing its buff. It will often fail to reapply its buffs on the user or allies re-entering the domain. On especially uneven terrain, the ability will sometimes not even grant its buffs at all, as if the player isn't standing in the circle.
This ability could be a great utility skill in PvP, but is far too inconsistent for it to be worth a bar slot.
