when you are playing through the harborage storyline, during the quest where you rescue abner

they get kind of locked in a stalemate but abnur clearly mentions that mannimarco has gotten a lot stronger than he had been aware of

so likely initially, abnur is probably stronger, but during the course of the storyline mannimarco is building his power to rival that of abnur, though you never really see a "final fight" between the 2 because thats when molag bal intervenes and is very mad at mannimarco for what he was trying to do

Mannimarco is a rival of Vanus Galerion, Abnur Tharn is a high born imperial battlemage.

In terms of magic power and knowledge, I'd say Iachesis > Divayth Fyr > Mannimarco > Vanus Galerion > Abnur Tharn

If we take political and financial power into consideration: Divayth Fyr > Abnur Tharn > Vanus Galerion > Iachesis > Mannimarco, with the later two having renounced all worldly powers.

I would say so— while Abnur is quite strong, he is also old. Mannimarco has had white hair for quite some time (possibly his natural hair color) and hasn’t seemed to age much compared to Vanus. Which, Mannimarco does claim he’s been around for longer than Vanus has, even studying within the Alessian Empire during the 1st Era, but Mannimarco is also a liar.

Mannimarco grew up alonyside Vanus Galerion in the second era, he is not even that old by TES standards.

Mannimarco did not grow up alongside Vanus. They were Psijic students together but they were both grown by then. If Mannimarco is to be believed, he was alive in the First Era while Vanus was born during the 2nd. Given that, Mannimarco is in fact pretty old. Vanus is as well, I mean he has gone grey. His natural hair color is brown.
