I think pvp is done in this game as in there will be no further anything regarding pvp. I bet if this was an exploit allowing a pve dungeon or trial to be completed in 3 minutes they would have that patched up fast... oh and the in game store.
On a side note the cheating in pvp is growing each day as more and more people realize nothing is being done about it.

I think you're right. The number of "super-skilled" players seems to be on the rise, which always seems to happen until there's a wave of bans, after which most of them disappear or mysteriously become less skilled. My favorite time to PvP is right after a ban wave.
Its weird that ZOS is so quick to address exploits in dungeons and trials but takes forever to fix pvp exploits, if they ever actually do. How long has lighting staff splash damage been "overperforming"? Maybe it's hard for them to pick actual, legitimate exploit reports out of the mountains of "They're cheating because I lost!" reports.

That'll be nice if it actually fixes the issue.
i dont think its actually fixing the issue, just reducing the overall amount of dmg that can be splashed to make it easier to avoid
so that final tick will still likely hurt in pvp if it splashes from a NPC target, but its still an improvement over all 3 ticks doing the enormous splash dmg

It seems to happen on Xbox EU too, EP player taking scroll in Rayles without damaging the keep.

What it also means is that Lightning HA players will be able to fight bosses in IC cross alliance without damaging people they aren't intending to. Just stop the channel before the final tick to avoid the splash and you won't hit opposing faction players who are helping burn down a boss at 2 am when there are only 5 people playing.
