Locked Portals in Keywright's Gallery

With ESO+ and Necrom, in the Keywright's Gallery, the High Point portal is fully locked while the Blackwood portal looks locked, but it actually works (see attached). This is replicable across new characters.
Bug ID: 230808-002311 (note: there was some unrelated stuff along with this in the original report due to me being a newb, this was the only actual issue of substance in the report)

RobinHood70Soul ShrivenThe one thing that I can think of that's probably a little unusual was that my order of purchase was base game (free via Epic), then Necrom, then ESO+. I imagine the vast majority of players would've had ESO+ then bought Necrom.RobinHood70, UESP Admin0
