Locked Portals in Keywright's Gallery

With ESO+ and Necrom, in the Keywright's Gallery, the High Point portal is fully locked while the Blackwood portal looks locked, but it actually works (see attached). This is replicable across new characters.

Bug ID: 230808-002311 (note: there was some unrelated stuff along with this in the original report due to me being a newb, this was the only actual issue of substance in the report)

    Submit a bug report if you haven't already so in game, make note of the ticket number and then edit your post to include the ticket number.

    The one thing that I can think of that's probably a little unusual was that my order of purchase was base game (free via Epic), then Necrom, then ESO+. I imagine the vast majority of players would've had ESO+ then bought Necrom.
