The proc sets are carrying people too much but not because the proc sets themselves provide too much value but because people abuse stacking them. I remember few patches ago when proc sets could all go all at once and potentially oneshot pretty much anyone so ZOS nerfed proc sets by only allowing one proc set to go off at the time, but what it did not stop is people still abusing multiple proc sets at the same time but instead of using instant damage procs, people started using damage overtime procs like maarselok, stinging slashes, wrath of elements, unleash terror etc. When you use just one of those proc sets on their own they don't overperform but when you have 2, 3 or sometimes even 4 proc sets all doing damage it becomes a problem.
My solution is to add a mechanic that categorises all sets into groups, causes all proc sets to give off diminishing effects and consequently promotes people to make their builds more balanced with more diverse sets.
For instance, imagine this, you put on a damage proc set number 1 and nothing else, it deals 100% of the damage just fine. Now, you put a damage proc set number 2 along number 1 which would cause both proc sets lose some of their potency, for example lose 20% dmg from both proc sets (only damage proc sets, skills and weapons and different type of proc sets should be unaffected), next you put a damage proc set number 3 and now the downside is 40%, you go all out and put on a 4th damage proc set and the potency drops by 60%.
Another thing, it should affect not just damage proc sets but other types too like healing so if you equip both maras balm and hist sap your proc set healing should drop by 20% and if you add blackrose restoration staff it drops by another 20, up to 40%.
Mind you if you were to mix diffrent type of procs like 1 healing proc set along 1 damage proc set their individual power should be at 100% potency and only change if you add another proc set of same type i.e. if you have 2 healing proc sets and 1 damage proc sets, the healing from healing proc sets should be reduced by 20% but the damage proc set should be left alone.
All of that said the values I presented are hypothetical and should be adjusted accordingly if ever implemented so please do not dismiss the idea just because of the values I gave as examples.

    As long as this idea pertains to pvp (which it sounds like), I couldn't care less.

    Would vehemently disagree with this being implemented in pve.

    It's about time zos looked at balancing the two modes separately, regardless of whether this particular idea is considered.

    there is a no proc campaign for a reason

    and to be honest procs are way lower dmg than they used to be due to scaling changes unless it scales on dmg and build specifically on dmg

    Maybe after Undeath and other crutch mechanics are nerfed then we could talk about reducing damage. Some classes have no choice but to be carried by procs.

    I'm going to say nah, and here is why:

    Every PVP player out there can identify what they DON'T like being killed by. But absolutely NO PVP player can identify what they DO like to be killed by. And therein lies the problem with PVP. Dying is just not enjoyable no matter how you slice it. So focusing on ONE kind of death (i.e. to proc sets) is never going to make you happy, it's just going to make you less annoyed, and people will always find the "new" thing to be annoyed by.

    Its time players accept that death is just par for the course in PVP. It doesn't matter if you see it as "cheap." Its cheap to hide around the corner to ambush people with a shotgun in a shooter, but hey, guess what? It's a part of the game. Just accept it and learn to live with it.
