Sounds decent, but as mentioned before I do not believe any existing ability would make up for the loss of an ultimate, maybe also make it also add a secondary effect like 300 extra weapon and spell power.

This is actually a great idea! ZOS should create many more playstyles using mythics(or other methods).

I always save my ultimate for when I get into trouble, and end up practically never using it.

Sorc Pets. 100% uptime mob that doesn't need to be auto-resummoned, nor just simply summoned like Warden Bear. And you get another 2 slots for more Damage/Buff spells. "Sure I have great Healers, but Crit Surge doesn't hurt anybody."

Make it as hard to get as possible.

If you still get the ulti, it could go nicely with Strategic Reserve.

I think you'd also see some niche application as well in PvP if you are providing primarily a utility purpose to the people around you while not in group.
