It's gonna be 20 years and no capes. The engine isn't built for capes. If they remake the game engine, then sure. But that probably won't happen either. Like, they don't even have flags that flap in the wind in-game, and that's just a cape too. But it doesn't exist because of the game engine and performance. If there's ever any capes, they'll be on costumes or polymorphs, and they'll be very limited.

Here's a screenshot from a game with a cape-heavy IP, that also uses a completely custom engine that started as Hero engine.
