Soul Shatter - just asking

World — Soul Magic level 2: Soul Shatter (1/2) — (when a Soul ability is slotted) When your Health drops below 20% your soul explodes, dealing 1419 Magic Damage to enemies within 8 meters of you. This effect can occur once every 2 minutes and scales off your Max Health.

Why is this ability slotted at level 2 ??? Right off the bat at level 1 you loose your soul and won't get it back (if you can call it that) for a long while. I think that this ability should be pushed back to at least level 6.
During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

    It's a pretty useless passive, so not sure this really warrants any changes from ZOS.

    Does this skill even work ? I've yet to see a damage readout for this

    It requires a Soul Magic skill being slotted, so it might be fairly rare that it actually goes off.

    ETA: I’ll test this later today to check.

    ETA2: It works just fine from a mechanical perspective. While I've seen some people running Soul Strike in PvP, I don't think it's common enough that most people will see this on damage recaps or logs regularly in PvE or PvP. It also deals relatively little damage only once every 2 minutes, and it's Magic rather than Oblivion, so it really only tickles when it procs. Given the requirement to have a Soul Magic skill slotted, the 20% health proc threshold, and the low payoff, it's a pretty disappointing skill all in all.

    Ah, so that's what happened to him. He was loremaster when I started. I liked hearing from him in videos. I know they have a new one, but I wouldn't blame anyone for thinking otherwise after the new Jabs animation.

    That's where he ended up?! ***, that is kind of depressing. I mean, I am happy Schick is in a place where he is better appreciated now but I'm also sad that he had to leave the Elder Scrolls franchise in the first place. Lore writing really went downhill after he left. I'm not surprised his replacement left only two years later.

    I've actually gotten KBs with this in Cyrodiil on multiple occasions. And it can be buffed.

    Plenty of folks run Oblivion's Foe with good results.
