Floating talisman of Saint Vorys outside of Ald Velothi entrance

I exit my home Ald Velothi in Vvardenfell and suddenly I see the talisman of Saint Varis floating above me.
That's pretty random!
I can interact with it and everything, so it seems genuinely misplaced
According to UESP it's part of the quest: Help Rilasi stop a heist at the shrine of Saint Vorys
I have not completed that quest yet on any of my characters.
