Are 2nd leads from treasure chests dropping?

I've been trying to collect all codex entries for antiquities, but there seems to be a problem with 2nd copy of leads from treasure chests.
I've dug up Belharza's Band, Cryptcannon Vestments and Lefthander's Aegis Belt and been trying to get 2nd copy of each of those, but the leads won't drop.
After Necrom chapter I've opened dozens of chests in Alik'r Desert (for Singersteel Clasp) and in Gold Cost (for Etched Silver Horns) and 185 (for those I keep count) chests in Telvanni Peninsula for Netchbeak Clasps lead. I've also had little luck with 2nd lead from chests in Falkreath Hold dungeon, but haven't done it that many times.
I might be really unlucky, but given the history there also might be something wrong with those drops.
Can anybody confirm getting any of those leads a second time lately?
I've tried not using Treasure Hunter and Homemaker CP in case it might be interfering, but that doesn't seem to change anything.
I have all companions passives permanently including Mirri's Expertise
I've head no problem acquiring the first copy of each lead and already dug the mythics once.
If those leads are actually dropping, can someone at ZoS check if the drop rate is what it was intended to be? Cause I'd really hate if I had to loot 200 chests for each copy of the lead - seems extremely more time consuming than others ;(
