If you did get it you'd be greatly disappointed by the content that's there. All the quests in Cyrodiil are designed with PvP in mind meaning the objectives are simple, the plots are just an excuse to grab/kill X number of things, and there's not much interactivity in the world.

Also it's a PvP zone, and as much as I loved Oblivion (It was my first TES game), I am still able to enjoy the zone as is.

Words of advice if you want to go into a PvP zone purely for PvE:
    • Stay out of the lines in-between keeps, and the crossed sword icons indicating where fights are happening.
    • Always keep an invisibility potion on hand, unless you're a Nightblade then use cloak. Another alternative is be a stage 4 vampire.
    • Always have a healing ability or two. Maybe 1 burst heal (aka a heal that heals a lot in a single cast instantly) and 1-2 heals over time will do the trick just nicely. If they can't kill you they might give up, or it can buy you enough time to get away via speed or cloak. Holding block and casting your burst heal is a valid tactic, but don't hold block for too long as it cuts off stamina regeneration and makes it so you have less stamina to break free.
    • Have a movement boosting ability, passive, or set. Major and/or Minor Expedition is amazing, trust me.
    • Slot the break free CP passive if you can. There's a set that does it to, but you can also get some practice in breaking free from stuns. If you get stunned dodge roll immediately after breaking free if you can as most stuns are followed up by an ultimate or some other burst of damage. The only exception is if there's a meteor coming at you or a Dragonknight uses Leap. In both of those exceptions you'd hold block instead. If you can break free and dodge/block the burst, congratulations, you increased your survival chances by a massive degree.

They should just make Cyrodil a PvE map, but only on the basis that they come up with a new map for PvP that is more suited to how small the remaining PvP population is. Or even better a new large scale mode aswell.

When the game launched the population cap of Cyrodiil was roughly 1800 players, nowadays it is allegedly between 240-320 (ish), depending on who you believe. Cyrodiil was designed for a far larger population and as such hasn't been fit for purpose for a long time. Which is why even with "poplocked" factions the level of activity can be pitiful, let alone when there are less players on.

But that is unlikely to happen as that would involve putting dev resources into PvP. Instead Cyrodiil will continue to die along with the remaining self-selecting sample of roleplayers who inhabitant it.

There is literally nothing preventing you from doing the quests, skyshards, writs, etc in Cyrodiil right now, you just don't want to. Cyrodiil is large. So large in fact that if you do not ride directly through the middle of a keep, you are unlikely to see other players in low-pop campaigns. Keep your wits about you and if you see someone from a different alliance and do not wish to fight, then just high tail it out of there. If you are not actively part of a keep/resource battle, no one is going to chase you down.

I managed to do every single delve and get every single skyshard in Cyrodiil on ONE character without a single confrontation because I paid attention and went in when it was safe to do so. The only thing preventing you from questing in Cyrodiil is you.

As someone who's played TES Oblivion, I suggest you go play that if you want quality questing. Cyrodiil's quests and characters are pretty flat in comparison because it's all designed to be done with PvPvE in mind.

I will be happy to elaborate on the ways those quests and even treasure chests were designed and intended for PvPvE if you'd like.

Just for an example, take a look at ZOS' Tel Var Guide:
"Tel Var Stones can also be found in treasure chests within the Imperial City. Of course, if you open and loot a chest all the stones inside will become yours – although you might want to thank friends who had your back while you were busy opening a chest in a PvP zone!"
    https://www.elderscrollsonline.com/en-us/guides/imperialcitytelvar

    ......

I do support a PVE-only story mode zone of Cyrodiil so long as you get none of the same rewards from Cyrodiil. No skyshards, no AP, no fish, no quest boxes, no treasure chests, no achievements, no nothing. You can get unique versions to the PVE zone, but none of the same rewards as the PvPvE zone.

    Why not?

Because you'd be playing without the PvPvE the zone is designed for. You wouldn't do a "story-mode" dungeon and expect the same skill point as the people who ran it on normal difficulty, so don't go asking for the same rewards without playing as intended.

But whenever I bring this up that I'm okay with giving a story mode purely for the sake of people who want the story, someone inevitably wants the rewards. Because most people who ask this don't just care about the story; they want rewards with none of the risks.

I accept there are aspects of the game I will never complete and will not receive the rewards/achievements because I do not like them. These are:
    - Most DLC dungeons (base game were easy to solo, except for two where I did group)
    - Vateshran Hollows (just no interest to run repeatedly to get the items that would be useful)
    - Vet mode anything
    - Trials
    - Tales of Tribute.

Cyro was easy to complete with very little PVP prior to it becoming where I spend most my game time. Just choose low populated campaigns, avoid areas that show combat, and just accept the death in the rare instance it happens.

Even as a Cyro player I mostly avoid Imperial City. However, I would not want to see any PVP zone become PVE. If someone wants to be PVE only, then they just need to accept the parts of the game they will not complete.

No, I think it'd be a waste of time. Cyrodiil is a very big zone and the PVE aspect in it is minimal. At first some people would use it. However, after that it would be a barren wasteland.

I would be in favor of opening up Cyrodiil as a PvE area if it didn’t replace what we have currently.

A much better option, would be to revise the map players see when outside of “PvP Cyrodiil” by dividing up the region for new chapters, focused on areas within Cyrodiil after the Vestige has stopped the Planemeld, that way there could be a much better experience than what players currently experience trying to PvE within the region have now…

All while still allowing players to queue up to Cyrodiil to play an older version of that map.

99% of the game revolves around pve exploration and maps.

I like to do pvp and pve equally- but I do not by any means, want a no pvp Cyrodil. Cyrodil is a pvp zone whose rewards are earned through facing the possibility of pvp within the zone.

We do not need a pve cyrodil. With all due respect, these rewards and quests are meant to be completed while facing the risk of pvp, and this is how it should remain.

I don't want pvp in my pve only content, so please don't nerf what little pvp content I enjoy by making it for pve only.

What we SHOULD have is a far better tutorial for pvp and cyrodil in general, which could include a basic set of "training wheels" pvp gear to help people learn how cyrodil works. Even if you aren't the best at pvp, at least being able to survive in group play makes a huge difference to one's enjoyment.

That's not how it really works. Sometimes people ask for things that are already on ZOS's "schedule" so when they drop (a very tiny amount at a time) people think ZOS is filling player wishes.

It's beyond unlikely that they'll produce a pve Cyro. It's not that hard to do the pve stuff in low pop campaigns; no reason to do a complete pve map.

I don't care for PvP, I'm not good at it and I have no desire to be so. Yet I have done all the PvE content in Cyrodiil and Imperial City. And though it's been a while I think I only got killed a handful of time. Put on a stealth suit, take a deep breath and remember that dying in a computer game is not the end of the world, just a bit of time lost.

PVP (Cyrodill/Imperial City) hasn't been expanded for many years....

so the fairer question should really be which PVE area(s) should be adapted for a new PVP experience ? :)

PvP depends on a healthy player population to survive. Most players first experience with PvP is going to Cyrodiil or Imperial City for PvE. Some of those players decide they like PvP and become a part of that needed population. With a PvE only Cyrodiil option those players may never discover they enjoy PvP.
It wouldn't be good for the game to have a PvE instance.

That's exactly what I was thinking. If ZOS did decide sending people into a PvP zone for PvE objectives was a problem a better solution would be to remove the PvE activities from Cyrodiil rather than making a PvE version of the map.

I think I've done all the PvE activities available in Cyrodiil and even doing everything in an area together it's pretty dull. The quests are all very basic and don't have much of a story to them and most of the time is spent on riding from one location to another, especially when you have to go out of your way to go through a mile gate.

Without the PvP it's just not a very interesting map. Although you can see that for yourself because if you go in during a quiet time or avoid where the fights are happening you can spend a long time in there without even seeing other players.

Without PvP is a whole expanse of... nothing.

Besides ESO is not an 'old school' MMO, there is no 'penalty' for dying and people can't pick your corpse clean.

People like competing with other players.

You'll find loads of games where you have tons of people fighting against each other.

Then, you go over to MMOs and you'll find the PvP population is virtually always struggling.

This is generally for a variety of reasons but, one of the reasons frequently is that the developers mix PvE with PvP in ways that don't really help either.

If I am in Imperial City or Cyrodiil I'm stuck holding my fire in many situations because they could be in the area for something else other than PvP and I don't want to feel like a jerk. It's not fun to be stuck always holding back and the people that don't hold back tend to give MMO PvP a bad reputation which can put a damper on the amount of people you pull in.

The PvE content that is mixed in can also end up clashing from a story perspective. The quests and the environmental story telling both pretty plainly have the message that the war is a stupid destructive waste which clashes with the whole war bit.

The PvE content can also produce performance challenges as the players that are just PvEing are eating up population slots without helping the war effort and the PvE content can take resources away from the PvP. The more strategic PvErs will join the dominant faction which will make it so that it looks like the other factions don't have a chance which can put a damper on people choosing to PvP.

In my view, you want the PvE content in PvP areas to be limited to content that is designed to assist the PvP experience. So, you might want a bit of a PvE presence to slow down people just rushing areas where no players are around and to occasionally put the thumb on the scale (IMHO when it's 3 bars to 1 bar to bar you should have npc armies show up if you don't believe you can field players to do so. (I'd like to see incursions added where players could be dropped in representing other factions when the conflict favored a specific faction and population wasn't capped)) a bit when things get too one sided much of the time you don't want them to be a big part of the area's experience.

Because it wouldn't be good for the game. An MMO needs new content, players doing a variety of content and players repeating content to stat viable. Cyrodiil having some PvE content gives players a taste of PvP. Some find out they like it.

A bit of a tangent but trial sets being good for PvP and some PvP skills being good for PvE is by design as that also promotes players trying different content.
