What are outfits? How are they set up and used? Where's the Manual?

I'm a returning player (it's been a few years - and, oh, we're all had to redo skill trees!) - and I'm trying to figure out the outfit system. Selections made from the Outfit ComboBox or dropdown (Character Page) seem to have no effect and I'm seeing no "Equip Outfit", "Rename Outfit", "Save Current Loadout" and "Cancel" options as one would expect when a selection is made.

Moreover, there's no indication in the UI of how it's used or what it does?

Does anyone have any idea what this feature is, what it does (if anything) and, if so, how to make it work?

Also, where's the manual?
And, while I'm here, where's the bug reporting system (for managing bug reports, reproduction of bugs described by existing reports and reporting new or unreported bugs)?

    The Outfit System basically let's you create your own 'outfit' out of collected styles and motifs to wear at any point, no matter what you are actually wearing and using. Think of it as Transmogging.

    So for starters, you will need to visit either a Dye station, or an Outfit Station. They are both the same thing, just their looks are different. Once there, on the left where it shows your gear will be a drop box of your outfits which should say 'No outfit' at first. Click it and you'll see 'Outfit 1' or something along those lines. Click that, and Now you have Outfit 1 equipped and can edit it!

    From here, you can rename the outfit by pressing E (I think it's E. It'll say at the bottom anyways) and begin your fashion scrolls experience. You can pick any sort of style and weight to wear as you like (Such as picking all 'Heavy' styles dispite actually wearing Light or Medium armour), and for weapons you can do the same as long as it fits the slot (For example, you can use duel daggers and change them to look like two swords, or two maces or hammers, but you cannot pick a bow, Staff or Two Handed weapon). All these changes are purely cosmetic and won't actually affect your stats. Each style also has a cost to use it, such as a redguard helmet might add 250 gold to the total cost. Alternatively you can use Outfit tokens to change for 'free'

    As I said before, you can only make outfits of styles and motifs you have collected on any of your characters. Once you find a crafting motif and learn it, it'll unlock globally on your account for the Outfit station, but only the character that learned it can actually craft in the style. You can still click the style pieces you don't own though to look at them and still create a outfit you'd want, you just won't be able to save it. Useful for planning though! You can also create an outfit for your companions too if you are in to using them (Though I have forgotten if that is a ESO+ feature or not. I am pretty sure it isn't)

    One thing of note though, if you want more Outfit slots, any that you buy from the crown store **ONLY** unlocks for the character you was logged in on when you paid for it, slots aren't account-wide, which is pretty stupid.

    Lastly, the bug reporting should be in the 'Help' section somewhere. (I am unsure if Help has a keybind, but it is the '?' at the top of your screen when you open a menu like Inventory, Friends, Guilds ect ect)
