I can't complete the Thoryn Armas quest (Kemel-Ze) in the Telvanni Peninsula.

I made this quest and complete Kemel-Ze. But the quest icon still hangs above the NPC. And the location is displayed as unfinished.

I had a different side quest in Necrom bug out on me like this, and I logged out and logged back in and it was fixed.

✭✭✭✭Are the world states in Necrom or other zones looking weird?
There's currently a bug that will break the quest flags all over the world, so you may be seeing that. https://forums.elderscrollsonline.com/en/discussion/636606/quest-status-bug#latest
Unfortunately, if you are, it seems that questing will be almost impossible on this character until ZOS fixes it.0
