Depends what game mode you are playing. In PvE Necromancers are okay because NPC’s are dumb so they stand in the graveyard, don’t dodge the tether or blast bones and the skeletal summons is actually able to hit them.
However, PvP is a completely different story. Skulls spammable is slow and very avoidable, BB still gets confused and doesn’t always work, graveyard is situational and harmony bombing isn’t that great at all after a few nerfs, skeletal summons is unreliable as the chances of it hitting the target you need it to for pressure damage is slim in Cyrodiil and that means it’s just a way to get the penetration passive at best. The tether is a great ability but problem is players respawn quickly so unless you happen to connect to a corpse or npc it is a wasted spot on your bar.
Speaking for me, I want to be able to fill my bar with necro abilities. I don’t mind getting my buffs from other skill lines but I want my abilities to work in any game mode I play. It’s like in PvE I am a Necromancer, same with duels. In BGs I am still sort of a Necromancer but my bars are probably 50/50 split between class and other lines. Cyrodiil, well I am basically an Elemental Mage relying on other skill lines and proc sets for offense. At most I might have 2 or 3 necro abilities on my bar in Cyrodiil and I am still underpowered.
Necromancer is a tank class first and healing one second. Third is PvE damage. PvP? It needs proc sets and ability altering weapons to get up to average. It needs help.
