Why do alchemy levels 48 and 49 have their own required materials ?

When leveling up my main char in alchemy months ago, and when doing the same on my new crafting alts this month, I just leveled up the alchemy skill line from 40 to 50, and then spent 3 skill points to upgrade the solvent proficiency skill from level V to VIII, because for some reason, alchemy skill line levels 48 and 49 both level up the solvent proficiency skill, and require new materials for crafting. WHY ? I can't think of any reason for it. None of the other crafts have this.

    It's just a relic from pre One Tamriel. Back when Champion points were Veteran Ranks, and were not account wide. Those Veteran Ranks took longer to get through, and you would upgrade equipment for it, thus the now CPx-CPy crafting materials that are skipped over now.

    With the importance of potions at endgame, ZOS placed the highest tier potion making at the very end of the alchemy grind. But then when they added new solvents as they added new Veteran Ranks, they were backed into a corner and had to shove a bunch of them right near each other. I guess they could have more equitably re-distributed them as they added new solvents, but probably didn't feel like moving every proficiency down a few levels to create more even spacing, so they just shrugged and smushed them in.

    Most probably that's an leftover from pre-1T.

    Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

    Alchemy has only 8 ranks. Enchantment has 10 ranks for the potency rune, and four more for the aspect rune. Provisioning has 6 ranks for improvement and 4 for recipe quality. It looks like Alchemy is the wrong one to complain about.

    Learning ingredients, recipes, and glyphs is another factor, of course, and since you have to buy the recipes to do daily writs, again alchemy has it easy in comparison.
