✭✭✭✭✭looting one of those stolen containers from a thieves trove is still counted as stealing so that part seems right
however it does seem like an oversight that you would be caught stealing inside of the thieves den (or any outlaw refuge) lolplays PC/NA

✭✭✭Yes this happens if you open them next to npcs. If you move away and crouch to open them it should not cause a bounty.
