I found it
From the wayshrine in Wrothgar in the city.
Go and stop at the entrance to
the stables.
Then, on foot, inch up to the right and you'll c someone named Shardzonk.
Jump onto the platform and slowly go up the stairs where the ballista is, stay close to the railing.
Right on top of the stone pillar is the note.
I've got pictures but, don't know how to post them.
