The moment I abandoned the quest, I was able to open the door.
So, it seems that the game tracks your attempts to open the jail door even before you get locked in the jail and only lets you open it once, which then means that if you try to explore the barracks before talking to the cannonreeve you could be forever stuck in jail, at least until you abandon the quest.
The quest in question is The Unveiling.

✭A work around for this bug is to just abandon the quest and start it over without first playing with the lock before talking to the Cannonreeve.0
