HA set proc-related bug

I've come across two instances now where HA-related set 5-piece buffs have simply stopped activating regardless of their proc condition being met. The first was in vAA where Sergeant's Mail stopped generating stacks, and Undaunted Infiltrator stopped proccing from the use of magicka-based skills. This also coincided with the random loss of my food buff, and took a logout/in to restore functionality to the aforementioned sets.

The second instance occurred today in vDSR, where once again neither set would proc its buff regardless of the proc condition being met. A zone change was enough to restore functionality this time, and it did not coincide with a random loss of food buff.

Thus far I've only seen the issue occur in trial instances and have no idea how to reliably reproduce it, but I will monitor dungeon instances and general gameplay to see if it occurs in any other scenarios.

Update on this: the bug happened again in vDSR last night, and a zone change restored functionality. One difference I noticed was that the Undaunted Infiltrator & Sergeant's Mail buffs were showing on my buffs list this time, but their effects and Oakensoul's Empower were not applying to my heavy attacks.

I am starting to think this may be an edge case related to Arcanists as I've yet to see it happen on any other class.
