Vinnus's Research: Atoll of Immolation

Each time I travel into the Atoll of Immolation I see an icon for a quest called VINNUS'S RESEARCH. Upon reaching where the quest giver should be I find myself searching everywhere for them. I find nothing. I have done some research on this and have learned exactly where they should be, only they aren't there. I have ran several characters to this spot and still don't see them.
Would this be a bug, or did this quest get removed?

✭✭✭✭✭which version of the atoll is he supposed to be in? the blackwood and deadlands versions of the atoll while they look and function identical, are actually entirely different instances with different drops (you cannot get annihilarch motifs from the blackwood atoll for example)plays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

Sorry for the delay. This is in the Deadlands atoll. Every time I pass through there I see this icon, and apparently there should be a quest giver sitting down against a rock or structure. However, the quest giver is never there, so I just move on.
