Quest "Scout Rayles Lumbermill" for DC is bugged

1. As usual the inscription ["E" Use Scout Report] appears
2. I press "E"
3. Report writing animation starts and after it finish...
4. Inscription ["E" Use Scout Report] appears again
5. When leaving a zone, I get an inscription [Failed: Scout Rayles Lumbermill]
I have tried reporting a) in different points, b) with all addons disabled, c) when lumbermill is owned by DC or not

I still keep it active today if you will to check smth
This is a rare quest for DC due to location of the object, so probably no one paid attention
