Chaurus Eggs and Ruined ones

I read that Ruined Chaurus Eggs are nothing but trash items to be sold to vendor for a few gold.
But I find plenty of them scattered in Blackreach, when only 1 real egg for 2-3 hours of questing and harvesting there.
What's the point in making the Ruined Chaurus Eggs a trash items looking like real eggs, when 99% of Chaurus creatures and their Cocoons contain no eggs at all?
Is it some design flaw or working as intended (in other words, to troll players even more)?
